Add mobile-first layout configuration with responsive breakpoints.

Implementation: Sprint 4 Commands

Acceptance Criteria

  • Add breakpoint config to layout_create tool
  • Support xs, sm, md, lg, xl breakpoints
  • Generate responsive CSS/grid configuration
  • Document mobile-first approach
  • Add examples for common patterns
