Description

Remove obsolete specification documents that have been superseded by the new Toronto Neighbourhood Dashboard implementation plan.

Acceptance Criteria

  • docs/toronto_housing_dashboard_spec_v5.md deleted (not archived)
  • docs/wbs_sprint_plan_v4.md deleted (not archived)
  • No broken links in remaining documentation referencing these files
  • docs/changes/Change-Toronto-Analysis-Reviewed.md remains as the authoritative implementation plan

Technical Notes

  • Per user requirement: delete entirely, do NOT archive
  • These documents describe the TRREB-based architecture which is being replaced
  • The new implementation plan in docs/changes/ serves as the replacement specification
  • Check CLAUDE.md and PROJECT_REFERENCE.md for any references to update (separate issue)
