The command description still said "updates the local reference file" which caused the agent to prompt:

No local reference file exists. Would you like me to create the labels reference file?

Updated to clarify: no local files are created or modified.

fix: remove conflicting reference file instruction from labels-sync 83094598c5 
The command description still said "updates the local reference file"
which caused the agent to prompt about creating a reference file.
