Implements smart SessionStart hook for plugin validation:
- Validates plugin contracts only when files change (smart mode)
- Caches file hashes to avoid redundant checks
- Non-blocking warnings for compatibility issues
- Configurable via CONTRACT_VALIDATOR_AUTO_CHECK
